Routes and executes intelligence across devices — thermal-aware, privacy-native, zero cold-start. Powers the inference core and transport integrity verification.

Settles compute, routing, storage, and inference using Vital — the Distributed Intelligence Unit (DIU). Owns the settlement protocol, DIU metering, and two-phase issuance.
